All numbers are stored as whole numbers and decimals behind the scenes (in edit mode) for calculations with scaling, etc. but once saved, your ingredients should display in your preferred selected way in either fractions or decimals (as set in settings).
As you can see from the screenshots below, in edit mode the ingredient amounts are in decimals, however when you save and view the recipe, they are shown in fractions.
